In its rebirth on January 1, 2011, the top tax rate will be 55% (today it's 45%) and the exempt amount will be $1,000,000 (right now it's $3,500,000) -- and it will apply to smaller estates (&lt;i&gt;e.g.,&lt;/i&gt; $1 million for individuals).  &lt;br /&gt;&lt;br /&gt;However, for this one year -- 2010 -- there'll be no tax rate and no exempt amount, because there will be no Estate Tax unless Congress does something. &lt;br /&gt;&lt;br /&gt;Checking the online newsfeeds, &lt;a href="http://www.reuters.com/article/idUSTRE5BH4F120091218"&gt;Reuters&lt;/a&gt; is predicting chaos ("Estate Tax Repeal Seen to Bring Chaos") and the &lt;a href="http://www.google.com/hostednews/ap/article/ALeqM5igmO2YgukMpvNaIHBaok2adjkHQQD9CKLA580"&gt;Associated Press&lt;/a&gt; is reporting a probable extension of the current law, passed retroactively in January 2010.&lt;br /&gt;&lt;br /&gt;&lt;i&gt;Today is the day before the day before Christmas.&lt;/i&gt;  Already, the Senate declined a House proposal to temporarily extend the current Estate Tax for a two months, to give Congress time to do something more concrete after year's end.  Today, there's nothing on the table.  What are the chances that President Obama will have something to sign within 10 days time?  &lt;br /&gt;&lt;br /&gt;There's talk about Congress passing legislation early next year that would apply retroactively. No bankruptcy court opinions yet, but you know that is a matter of time. &lt;br /&gt;&lt;br /&gt;&lt;em&gt;What is the extent of the Texas law library available at Google Scholar?&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;As for providing legal research options for the states, all 50 states are represented at Google Scholar --- both their appellate and supreme courts. For Texas, a cursory surf through Google Scholar revealed a plethora of opinions from both the Texas Supreme Court as well as the Texas Court of Criminal Appeals and many opinions from the various state appellate courts. There’s a lot to be found at Google Scholar, and it’s all for free.&lt;br /&gt;&lt;br /&gt;&lt;i&gt;How much does Google already have available?&lt;/i&gt; &lt;br /&gt;&lt;br /&gt;It’s hard to tell. We couldn’t get any solid feel for how far back in time the precedent reaches (state or federal), much less how fast they update their databases. You also don’t know if the individual case is an unpublished opinion. We did find some cases going back to the 1950s – and Google is nothing if not hard-working and persistent. This time next year, who knows how much will be available to use at the Google Scholar web site.&lt;br /&gt;&lt;br /&gt;Of particular note, there are also search results for law review articles and various journal submissions. These are not free, unlike the precedent that Google provides. Usually, you are directed to a site with a synopsis of what the full article provides, and you must paid a small amount to gain access to the complete work. &lt;br /&gt;&lt;br /&gt;&lt;i&gt;How do the cases appear? &lt;/i&gt;&lt;br /&gt;&lt;br /&gt;They are easy to read, and contain hypertext linked in a very user-friendly format. (Case citations within an opinion are cross-linked, for example.) There is also a pseudo-citator (“HowCited”) which seems incomplete right now. It does list precedent as well as secondary sources that mention the particular case, but we can’t confirm its completeness or accuracy here. Clearly it’s no KeyCite or Shepard’s at this point&amp;nbsp;(but given time, that might change). &lt;br /&gt;&lt;br /&gt;&lt;i&gt;Does it compare to Lexis or Westlaw? &lt;/i&gt;&lt;br /&gt;&lt;br /&gt;Time will tell and you will have to be the judge on this one – as of today, a clearer comparison seems to be with &lt;a href="http://www.justia.com/"&gt;Justia&lt;/a&gt; or &lt;a href="http://www.law.cornell.edu/"&gt;Cornell’s Legal Information Institute&lt;/a&gt;. Gonzalez Convention Center), you don't know what you're missing.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The atmosphere is a happy one.&amp;nbsp; The place is decorated with bright colors -- there are streamers, and balloons and tablecloths covered with placemats made by local schoolchildren.&amp;nbsp; There are long tables and hundreds and hundreds of chairs.... &lt;br /&gt;&lt;br /&gt;It's not a quiet place, either. Other factors, like substituting &lt;a href="http://psychservices.psychiatryonline.org/cgi/content/full/49/7/935"&gt;cocaine&lt;/a&gt; for licit medication, make their violent behavior highly predictable.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Studies find that a schizophrenic off meds and on cocaine will be violent in the first six months. &lt;/em&gt;(See the work of &lt;a href="http://drreidmeloy.wordpress.com/curriculum-vitae/"&gt;J. Reid Meloy, Ph.D.&lt;/a&gt; especially, his book &lt;a href="http://www.amazon.com/Violence-Risk-Threat-Assessment-Professionals/dp/0970318901"&gt;Violence Risk and Threat Assessment&lt;/a&gt;.)&lt;br /&gt;&lt;br /&gt;In every city, there are a set number of mentally ill who monopolize resources and pose serious risk to the public. Their violent behavior causes the public to wrongly consider all mentally ill dangerous and therefore to be avoided. I believe that if we identify and isolate the manifestly violent mentally ill (MVMI), we will free the passively ill from this stigma.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;A major myth is that the MVMI just "snap."&lt;/em&gt; Studies show they warn family and mental health professionals well before they act. It appears that now in our culture mass shootings by the mentally ill are increasing and they are often accompanied by warnings sent to the media.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Currently, our jails are the largest treatment facilities for the MVMI&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;My son and two brothers are police officers. Law enforcement is our first line of defense against these offenders and our jails are the largest treatment facilities.  The former executive director of the National Sheriffs' Association, Thomas Faust, has written that &lt;a href="http://www.newsweek.com/id/149630/page/2"&gt;the three largest mental health facilities in this country are these well-known &lt;em&gt;&lt;strong&gt;jails&lt;/strong&gt;&lt;/em&gt;:  Rikers Island (NYC); Los Angeles County Jail; and Cook County Jail (Chicago). &lt;/a&gt;&lt;br /&gt;&lt;br /&gt;I would like every officer to see on his computer when they are approaching the house of a MVMI, that they are former patients who expressed a desire to “die by cop.”&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Death threats by the mentally ill should be considered as seriously as a suicide threat.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;All death threats to family and members and others by the mentally ill should be taken as seriously as threats to commit suicide. It will save lives. Mental illness is the third highest predictor of violence following previous violent history and drug use.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Currently, there is too much pressure placed upon the treating physicians.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Only patients, who are dangerous to themselves or others, are committed involuntarily.  Indeed, without the word “kill” in the affidavit supporting commitment, it is most difficult to access the state hospital. Almost everyone who goes in, goes in and out again and again.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Presently, statistics show judges never overrule a doctor who directs commitment or release!&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;That means all the responsibility for ensuring public safety rests with doctors. The doctors’ treatment and decision to report or not to report are also protected by medical privacy. Except for notorious crimes, their reports are never seen by the media or public, even if the patient has foretold their behavior with serious violent hallucinations.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;I believe new legislation is vitally important to the public safety, that new laws will save lives of police officers, that passing new statutes will reduce the stigma the mentally ill suffer and relieve psychiatrists from the sole responsibility of dealing with the MVMI.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;In the future, I will have guest posts by mental health professionals, who will discuss this issue from their professional perspective. He called the next day and said, "Do you know where I am?  I am in a Mental Institution." &lt;br /&gt;&lt;br /&gt;&lt;em&gt;Today, I feel driven to help find solutions to a serious problem in our society.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Now, over 40 years later, hopefully I've gained some wisdom and perspective in the area of mental illness -- not the least of which comes from calling the Bexar County mental health docket for 60 months.  (We see the mentally ill today in our Probate Court as well, usually in our guardianship proceedings.) &lt;br /&gt;&lt;br /&gt;Perhaps my personal involvement in cases dealing with the mentally ill has given me more impetus to take action. &lt;br /&gt;&lt;br /&gt;I feel driven now to try and contribute as best I can towards finding solutions to problems I see in how our society deals with its mentally ill citizens.  Particularly so, after &lt;a href="http://www.chron.com/disp/story.mpl/breaking/6548023.html"&gt;reading things like the July 2009 murder here in San Antonio &lt;/a&gt;of a 3 1/2 week old newborn baby boy by his mother, who decapitated him with a steak knife and then skinned and gutted him.  The mother also reportedly ate some of the baby's toes and part of his brain. &lt;br /&gt;&lt;br /&gt;&lt;em&gt;The decapitation of a newborn by his mother here in San Antonio gained worldwide media coverage.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;This local story gained &lt;a href="http://www.theaustralian.news.com.au/story/0,25197,25845939-12335,00.html"&gt;international&lt;/a&gt; &lt;a href="http://www.thaindian.com/newsportal/world/baby-eating-killer-woman-otty-sanchez-lady-hannibal-the-cannibal_100223997.html"&gt;media&lt;/a&gt; coverage.  The issue of the mother's mental illness received small mention as the gory elements of the event took most of the word count; nevertheless, we do know that Otty Sanchez had a history of mental illness, and told law enforcement that she was hearing voices: the devil made her kill her little boy. &lt;br /&gt;&lt;br /&gt;&lt;em&gt;The reality is a "Revolving Door" without a workable treatment plan.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Here's the reality:  if a mentally ill individual in this county is actually taken into care involuntarily, Bexar County is good about quickly admitting an individual needing treatment.  However, that admittance isn't long:  currently, the process is merely a "revolving door" that quickly releases the individual back into the community without a workable treatment plan. &lt;br /&gt;&lt;br /&gt;The failure to identify, segregate, and treat the violently mentally ill is the most tragic flaw in our system.  It is the chief part of my frustration as a Judge with more than 25 years of experience serving the bench. &lt;br /&gt;&lt;br /&gt;&lt;em&gt;I am passionate about doing something to help find a solution here.&lt;/em&gt; &lt;br /&gt;&lt;br /&gt;Why?  Because all too often, the untreated, violently mentally ill precipitate true tragedy, in sometimes horrific circumstances.  And, although only 20% of violent crime is committed by mentally ill individuals, one untreated, violent mentally ill person truly can destroy lives and even change world history (e.g., assassination attempts of Pope John Paul; President Reagan; John Lennon; Robert Kennedy; and the catalyst for World War II, the assassination of Archduke Ferdinand).  &lt;br /&gt;&lt;br /&gt;&lt;em&gt;We can no longer avoid use of the word "violent" because of a fear of stigmatization.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Many advocacy groups abhor the word "violent" because it tends to stigmatize all mental illness.  Still, there is a fraction of mentally ill patients who are best described that way:  &lt;em&gt;violent.  &lt;/em&gt; It is my opinion that it is in their best interests --  as well as our community's -- that the violently mentally ill be identified, adequately treated, and adequately medicated. &lt;br /&gt;&lt;br /&gt;What about the cost?   Heck.  Right now, one violent mentally ill patient can cost up to $1.5 million to treat over a lifetime if continuously rotated through hospitals.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Our current system of dealing with the mentally ill is not acceptable.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Our current system of laws in dealing with this reality is not acceptable.  Judges have no discretion over whether to admit or to decline the release of a patient.  Currently, psychiatrists control everything in this area.  And while violent offenses themselves are commonly reported, the fact that these offenses are committed by the mentally ill isn't.  Why not?  Violent offenses by the mentally ill come under the protection of certain state and federal privacy laws.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;I'll be working on many fronts - and reporting about things on this blog.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;I'll be writing more -- and asking others to provide their opinions and insights -- here on this blog, on a regular basis.  I'll also be working in other areas to find answers to this serious and real problem that impacts not just our community, but our nation as a whole. Everyone walking in our doors could expect to see a smiling face when they came upon Herb Schaefer ....&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Herb Was Always Smiling&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Only 63 years old, Herb passed away this past Monday -- the day after his birthday --thankfully, with family by his side. He'd worked at this big, red courthouse for over 44 years. Think of how things have changed since Herb first walked up those big stone steps ....&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Herb Worked in This Big, Red Courthouse for 44 Years&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Herb Schaefer was a Longhorn, graduating from UT - Austin and starting work here at the Bexar County Courthouse. His first job was in the office of Hart McCormick, who was then serving the county as its District Clerk. Herb would go on to work as a court clerk for Judge Anees Mann; he would serve as District Clerk; and he would serve in the Court of Appeals for the Fourth Circuit of Texas (located in the Bexar County Courthouse, with a region covering a large portion of South Texas), before joining our court. We were lucky to have him here, and he will be missed.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Herb Leaves Behind a Loving Family&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Herb leaves behind wife, Joan Schaefer; daughter, Taryn Schaefer; step-daughter, Robynne Paugh (John); sister, Shirley Fox; and brothers, James Schaefer and Richard Schaefer. And only those patients.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;The Legal Balance is Freedom versus "Dangerous to Themselves or Others"&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;If facts can be placed into evidence that support the individual is "dangerous to himself or others," then the law allows their rights to freedom to be curtailed as they are involuntarily placed into a facility where they can receive assistance and support. However, we are a country that values freedom, and perhaps no state is more passionate about liberty, freedom, and the independence of the individual than Texas.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Legal Limitations on Involuntary Civil Commitments in Texas&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Involuntary commitment flies in the face of the law's stringent protection of freedom. As well it should. Accordingly, limitations are placed upon civil commitments.&lt;br /&gt;&lt;br /&gt;After being committed, the law allows these acutely ill patients to depart just &lt;em&gt;two weeks later&lt;/em&gt;&lt;strong&gt;. &lt;/strong&gt;During their commitment, they will have been seen by health care professionals and treated by therapy and medication. Hopefully, there will have been some success, and the individual patient is no longer a danger for suicide or homicide, or some other violence danger. They are then released, after only a short stay in a treatment facility.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;What Happens After the Civil Commitment?&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;And, here's the rub. It may not be enough. Too many mentally ill patients complain that the medications that help them have unbearable side effects. They become sleepy, they feel like "zombies," they feel like they are living in a bubble. The result? They stop taking the drugs. The Republicans decided it is too complex and expensive and the Democrats have defaulted to agenda rights groups like the National Alliance on Mental Illness (&lt;a href="http://www.nami.org/"&gt;NAMI&lt;/a&gt;).&lt;br /&gt;&lt;br /&gt;We all know that the topic of serious mental illness -- and what to do about it -- is labyrinthine.  Just look at Hollywood.  Press agents and PR gurus who search for a cause for their stars to champion put celebrities on a plane to Africa because mental health is just too complicated: you can’t just appear and say “we need to feed these starving people” when you're talking about the mentally ill.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;The U.S. Mental Health System Isn't Controlled by the Judiciary, Either&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;I'm a judge.  I know that Judges don’t run the programs or even tinker with the edges. We just confirm what the &lt;em&gt;doctor&lt;/em&gt; says.  We never say “No” we are not going to admit a patient who is a danger to himself or others, nor do we have any discretion whatsoever on that patient's release once the Doctor says they are no longer a danger.  No discretion.  None. &lt;br /&gt;&lt;br /&gt;All the credit or blame for the system is in the hands of the psychiatrist. Psychiatrists run mental health in America today.&lt;br /&gt;&lt;br /&gt;&lt;em&gt;We Need to Be Discussing The Problems and Finding Solutions&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;Where can we find a discussion of the system? Is there a central publication that helps examine the current crisis in our country's mental health system with a goal to bring change?&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Protecting the Public from Mental Illness Caused Violence&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;It is my goal to use a significant portion of this blog to focus upon the mental health system that our country experiences today with a particular emphasis on protecting the public from the violently mentally ill. The sites range from eminent domain to elder law, and have information helpful to the lawyer and non-lawyer alike.&lt;br /&gt;&lt;br /&gt;Blogs are not included in this link list.  However, more and more blogs (or sometimes, "b&lt;em&gt;law&lt;/em&gt;gs") are popping up here in Texas -- recently, the Texas State Bar began providing a &lt;a href="http://www.texasbar.com/Template.cfm?Section=Home&amp;CONTENTID=16205&amp;TEMPLATE=/ContentManagement/ContentDisplay.cfm"&gt;blog directory&lt;/a&gt; on its site.  The Bar's Blog Directory covers a variety of legal specialties:  there are blogs for family law practioners, tax lawyers, and personal injury attorneys, among others.  &lt;br /&gt;&lt;br /&gt;The Bar's directory is new and growing -- but as of today, there were no probate-specific blogs listed. We did find a few ....   &lt;br /&gt;&lt;br /&gt;First, we found &lt;a href="http://www.fordmath.com/blog/"&gt;Texas Estate Planning Blog&lt;/a&gt; provided by &lt;a href="http://www.fordmath.com/"&gt;Ford &amp; Mathiason&lt;/a&gt;, a law firm with offices in both Houston and Dallas. This blog began in February 2007 and looks promising.  &lt;br /&gt;&lt;br /&gt;There was Gary M. Howell's &lt;a href="http://texaslawyer.blogspot.com/"&gt;Texas Estate Planning and Probate Law Blog&lt;/a&gt; which has some good information -- but the blog died in November 2005, when attorney Howell took a spot with Merrill Lynch to work with high net worth clients (according to his farewell post).&lt;br /&gt;&lt;br /&gt;And, we don't understand why &lt;a href="http://lawprofessors.typepad.com/trusts_estates_prof/"&gt;Prof. Gerry Beyer's Blog&lt;/a&gt; hasn't made it to the Bar Directory yet.  It's a great resource, updated often, and a real find for probate practioners everywhere.  &lt;br /&gt;&lt;br /&gt;As for law blogs that are not probate-specific, there are several that you may find worth your time: &lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.texasbar.com/saywhat/weblog/index.html"&gt;Jerry Buchmeyer has been blogging&lt;/a&gt; since 2003, posting on the same humorous topics as his beloved &lt;em&gt;Texas Bar Journal&lt;/em&gt; column. It's not probate-specific, but what the heck.  It's funny. &lt;br /&gt;&lt;br /&gt;Houston attorney Tom Kirkendall has posted to &lt;a href="http://blog.kir.com/"&gt;Houston's Clear Thinkers&lt;/a&gt; for awhile now.  It's got lots of legal thought, plus a variety of entertaining issues.  Especially if you like baseball.  &lt;br /&gt;&lt;br /&gt;&lt;a href="http://www.practicallawyering.com/"&gt;Practical Lawyering &lt;/a&gt;is a blog written by Chicago attorney who has left a big government job to open a solo practice specializing in estate planning.  So far, he hasn't revealed his name. Wonder why.... &lt;br /&gt;&lt;br /&gt;At the end of April 2007, the &lt;em&gt;San Antonio Express News&lt;/em&gt; began a blog, &lt;a href="http://blogs.mysanantonio.com/weblogs/courts/"&gt;SA Hearsay&lt;/a&gt;, where reporters Elizabeth Allen, Guillermo Contreras, and Maro Robbins post regularly.  The blog promises to provide "[l]egal tidbits from Bexar County's courthouses and beyond."&lt;br /&gt;&lt;br /&gt;While this blog is not probate-specific, Ms. Allen has been posting regularly on the BK Johnson trial, which is currently being heard in our sister court, Probate Court One, with Polly Jackson Spencer as presiding judge. There will be a time for most County residents, however, when they'll need to come to the Courthouse: marriage licenses; deed records; probate files; and jury duty are all reasons to visit.&lt;br /&gt;&lt;br /&gt;Here's some helpful tips for Courthouse visitors:&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;1.  Parking&lt;/strong&gt;&lt;br /&gt;Parking can be troublesome and expensive.  The lots closest to the Courthouse (and the Justice Center next door) cost more than those farther away.  They fill up quickly, too.  Expect to pay as much as $12 for parking.  &lt;br /&gt;&lt;br /&gt;If you are willing to walk, try the lots near Durango and save yourself a couple of bucks.  Park and Ride is a great option: you'll be dropped right by the Courthouse steps.  &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;2.  Timing Your Visit&lt;/strong&gt;&lt;br /&gt;If you don't have to be here in the morning, then plan your visit for the afternoon. Dockets are called in the morning: hearings are begun in the various courtrooms and documents are filed with the various clerks' offices.  By the afternoon, a lot of this business has concluded. You'll face better parking and less lines if you visit in the afternoon.  &lt;br /&gt;&lt;br /&gt;You'll fare even better in the latter part of the week.  Trials begin on Monday.  By that Thursday or Friday, some of those matters will have resolved themselves. &lt;br /&gt;&lt;br /&gt;Always sidestep entering via the south entrance of the Courthouse on the first Tuesday of the month because the steps are crowded with folk involved with the foreclosure auctions.  It's packed.  Try the basement entrance, or the northside doors facing Main Plaza. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;3.  Avoiding the Stairs&lt;/strong&gt; &lt;br /&gt;If you want to enter the Courthouse without taking the stairs, you can.  Go to the southwest corner of the Courthouse grounds, and follow the ramps down into the basement parking area and Courthouse entrance.  Ask a guard at the door for directions to your particular destination.  &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;4.  Mailing a Letter&lt;/strong&gt; &lt;br /&gt;Three elevators make up the main elevator bank, located in the central corridor of each floor except the fifth.  Next to the bank is an ornate metal mailbox, built into the wall.  It's very old.  It still works.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;5. Grabbing a Meal or Snack&lt;/strong&gt;&lt;br /&gt;Go to the basement.  Take the tunnel, just south of the elevators, to the Justice Center.  There will be an entrance on your right to a small cafeteria, where you can grab a snack or have a hot meal. They've got vending machines, too.  &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;6.  Grab a Smoke&lt;/strong&gt;&lt;br /&gt;There is a smoking area across from the cafeteria (see above).&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;7. Find A Notary Public&lt;/strong&gt;&lt;br /&gt;If you need the services of a notary public, then you can find one via the Information Center.  The notaries are independent from Bexar County; however, one should be available at the Courthouse during normal business hours to help you.  &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;8.  Asking Questions&lt;/strong&gt;&lt;br /&gt;An Information Center is located on the first floor.  Call for questions at (210) 335-2011.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;9. Online Map with Directions&lt;/strong&gt; &lt;br /&gt;At GoogleMaps, you can find &lt;a href="http://maps.google.com/maps?ie=UTF-8&amp;q=bexar+county+courthouse&amp;mid=1182786101"&gt;a map with driving directions &lt;/a&gt;to the Courthouse.  There may be street closures due to construction -- like &lt;a href="http://www.sanantonio.gov/mainplaza/index.asp?res=1024&amp;ver=true"&gt;the Main Plaza Redevelopment Project&lt;/a&gt; -- so be prepared for detours and alternate routes.  &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;10.  Call First!&lt;/strong&gt;&lt;br /&gt;Most callers to Bexar County Information (335-2011) ask for information regarding a pending case.  These people can avoid a trip to the courthouse by having the case number in hand, and calling (210) 335-2231 for civil cases and (210) 335-2238 for criminal matters.  (For criminal cases, the SID number is helpful, too.)&lt;br /&gt;&lt;br /&gt;Additionally, frequently requested documents can be requested online or by mail.  These include birth certificates, marriage certificates, and divorce records. This is a partnership with Adult Protective Services (APS).&lt;br /&gt;&lt;strong&gt;WHO IS ABUSED, NEGLECTED, AND EXPLOITED?&lt;/strong&gt;&lt;br /&gt;Abuse, neglect, and exploitation occurs to elderly men and women of all income levels, all cultural and ethnic groups, to those in good health and those incapacitated in some way, in poor neighborhoods and in suburbia. More than 8,700 elderly and disabled in this area were reported to APS as victims of suspected abuse, neglect, and exploitation in 2005, resulting in more than 4,400 confirmed as victims. We know that all too many victims are never reported to APS.&lt;br /&gt;&lt;strong&gt;WHO ABUSES, NEGLECTS, AND EXPLOITS THE ELDERLY?&lt;br /&gt;&lt;/strong&gt;Abuse, neglect, and exploitation is perpetrated on the elderly by their adult children, spouses, grandchildren, other relatives, siblings, service providers, acquaintances, and strangers. Eminent domain controversies are also heard here.&lt;br /&gt;&lt;br /&gt;Some of the most emotional and life-altering decisions, therefore, are addressed in these first floor courtrooms.  Because our work is so important, sensitive, and specialized, I would like us to share the educational material we feel is most significant.
